This requires the commitment of many.

Automatic Link Establishment (ALE) is a digital protocol for automatically establishing communication over HF (shortwave) radio. Radios continuously scan multiple agreed frequencies and exchange sounding signals to determine the channel with the best propagation and reception quality. Amateur radio operators use computers and software to operate their transceivers as ALE stations. (See the Wikipedia article.)
